Albania consults on rules to implement its first lobbying law

Albania's Information and Data Protection Commissioner held a public consultation on the draft implementing rules for the country's first lobbying law from 24 August to 4 September 2026.

The Commissioner is the authority responsible for the implementation, administration and supervision of Law No. 12/2026 on Lobbying. The draft package, prepared with the support of Council of Europe experts, covers registration in the Lobbying Register and its publication, reporting obligations, verification of data, conflicts of interest, a code of conduct for lobbyists and awareness-raising measures. Institutions, civil society organisations, media, businesses and independent experts were invited to submit comments. The rules have not yet been adopted.

Civil society organisations have asked that the rules draw a clear distinction between lobbying and public advocacy, and that they avoid imposing disproportionate administrative burdens on organisations.
