Cultural organisations in Montenegro appeal to European institutions

Twenty-six Montenegrin civil society organisations active in the field of culture have addressed European institutions regarding long-standing obstacles facing the independent cultural scene.

The letter, made public on 14 August 2026, was addressed to the European Commission, the EU Delegation to Montenegro, the European Parliament's rapporteur for Montenegro and European heritage bodies. The signatories state that they are excluded from certain public calls of the Ministry of Culture and Media, and that the call funding their projects was issued only twice between 2021 and 2026. The letter was prompted by the public consultation on the Draft Law on Culture, open until 14 September.

The new law will determine the terms of civil society participation in cultural policy at a point when Montenegro is in the final phase of accession negotiations.
