Montenegro has revised its draft strategy for cooperation between the state administration and non-governmental organisations for the period 2027-2031, accepting 27 of the 53 proposals submitted during a public consultation.
The consultation was held by the Ministry of Regional Investment Development and Cooperation with NGOs from 6 to 26 July 2026 and included roundtables in Bar, Podgorica and Bijelo Polje. A further three proposals were accepted in part. The revised Strategy and its Action Plan for 2027-2028 introduce or strengthen measures concerning the financing of non-governmental organisations, digitalisation, public calls, project evaluation, support to smaller organisations and alignment with EU rules on strategic lawsuits against public participation.
The Strategy will establish the framework for cooperation between the government and civil society until 2031, and the consultation resulted in substantive changes to its content.
